Deterrence doesn't solve anything

Peter Mares told a Victorian Department of Justice Forum on Refugees, entitled Human Rights and the Construction of an Australian Identity, that the partial success of deterrence policies in the West won’t stop the world refugee crisis from deepening. The full text of the speech is at http://www.apo.org.au/webboard/items/00330.shtml. It is part of an APO (http://www.apo.org.au/) Refugee Special for World Refugee Day.
